Secretary-General's Report [1]
The UN General Assembly requested Secretary-General António Guterres to prepare a report as an input to the zero draft of the Global Compact for Safe, Orderly and Regular Migration and related intergovernmental negotiations.
The report is the Secretary-General’s contribution to the process of developing the Global Compact for Migration. It is his vision for constructive international cooperation on migration. The report focuses on making migration work for all, emphasizing its links to the 2030 Agenda for Sustainable Development. It highlights options for Member States to help migrants fulfil their economic and social potential; offers steps to promote regular migration; and recommends policies to meet legitimate security considerations of Member States concerning irregular migration. It also explores the specific challenges arising from large mixed movements of migrants and refugees.

The modalities resolution (A/RES/71/280) [8], requests the Secretary-General, in close consultation with the International Organization for Migration, to present a report as an input to the zero draft of the global compact and the intergovernmental negotiations. The report should include facts and figures, as well as challenges and opportunities, based on the full range of inputs then available. The report should provide Member States with recommendations before the beginning of phase III.
