Format:

• One or two concrete questions will be presented to Member States several weeks in advance for each action group
• Moderated each by a Member State
• Rapporteur represented by a Member State representative
• The moderator will introduce the dimension and briefly present the questions that have been submitted to participants in advance for preparation
• The open discussion is focused on discussing/proposing actionable commitments and means of implementation
• At the end, the moderator and rapporteur summarize the main outcomes of the action group
• The results are put into a pre-established format for concise inputs in the form of bullet points
